speed, depth of information communicated and the ability to actively push needed information to constituents. For example, text messaging, radio and TV offer the greatest speed and depth of information, but only text messaging does not require constituent action.
Active
Constituents must actively seek the information.
Passive
Information is pushed to constituents. General public does not have to take active steps to obtain the information.
